In March 2004, 33 leaders in the international field convened at Wingspread to strengthen America’s citizen diplomacy efforts. From that meeting, the U.S. Center for Citizen Diplomacy was formed, and a series of state and local summits were planned, culminating with a national summit in Washington, DC in July 2006.
